<content:encoded><![CDATA[<p>On the same day that the Committee on Climate Change <a href="http://uk.reuters.com/article/environmentNews/idUKTRE49604020081007">advised the government</a> to cut GHG emissions by 80% by 2050 and European governments <a href="http://news.bbc.co.uk/1/hi/business/7657422.stm">started systematic nationalisation of banks</a>, the European Parliament voted in favour of three papers arguably just as momentous.</p>
<p>The three votes that went through on ‘<a href="http://www.businessgreen.com/business-green/news/2227671/eu-climate-change-balance">Super Tuesday</a>’ were:</p>
<p>1. EU ETS design</p>
<ul>
<li>Electricity generators will not be given any EUAs for free in phase 3</li>
<li>15% auctioning to carbon-intensive and trade-exposed industries (that's pretty ambitious)</li>
<li>All auction revenue must be earmarked for climate change initiatives (the UK will not like this)</li>
<li>The fine per tonne will be EUR 100.</li>
</ul>
<p>2. Emission cuts</p>
<ul>
<li>20% by 2020</li>
<li>60% - 80% by 2050</li>
<li>Member states will be allowed to trade reductions on their own terms (separately to the EU ETS) and use the revenue for carbon reduction projects</li>
<li>Use of CERs capped at 8% of 2005 emissions (the UK will not like this either). This will flow through to the EU ETS.</li>
</ul>
<p>3. Electricity plants will not be able to produce more than 500g CO2 per kWh (which would rule out new coal without CCS).</p>
<p>The package still has to go to the European Council before it becomes law. It’s still in good shape - the emission cuts are ambitious and the auctioning/hypothecation proposals are realistic. Some member states (including the UK) will argue against parts of the package and it could still be watered down. A strong package is critical if Europe is to lead <a href="http://unfccc.int/meetings/items/2654.php">COPs 14 &#38; 15</a>, which will determine emissions long beyond the current financial crisis.</p>

<content:encoded><![CDATA[<p>These last few days, I've come across a few interesting Scandinavian EU blogs. Recently, Percy Westerlund (who is Swedish) , ambassador for the European Commission in Norway, started his own <a href="http://ambassadoren.europakommisjonen.no/19498/">blog</a>, which I think is a great idea. He writes in his first blog post (in Norwegian) that the blog is a way for him and the delegation to contribute to a constructive and informative EU debate in Norway. I'm sure the No to EU'ers will give him a hard time in the comment section, but I think that exchange will be interesting to follow. I'm happy to see that Westerlund has realized that communicating and replying to readers' questions and comments is a good thing - in the first blog post, he replies to a Danish reader's comment. I hope he can keep up that spirit.</p>
<p>Another new EU blog I came across is <a href="http://www.venstre.no/blog/frodefjeldstad/">Frode FJeldstad</a>, who is Venstre's (The Liberal Party) man in the European Parliament this fall. He is part of very exclusive club, only two Norwegians are working in the European Parliament, national expert<a href="http://www.eu-norge.org/Aktuelt/Nyhetsartikler/F%C3%B8rstemann+i+Parlamentet.htm"> Per S. Nestande</a> is the other. Fjeldstad is located at the the liberal group <a href="http://www.alde.eu/index.php">ALDE</a>'s press office and will report on different EU topics. The Norwegian government keeps talking about an "active EU policy", but still, in so many EU debates (Norwegians, think about <a href="http://no.wikipedia.org/wiki/Tjenestedirektivet">Tjenestedirektivet</a> and <a href="http://www.datatilsynet.no/templates/Page____2109.aspx">Datalagringsdirektivet</a>) are taking place in Norway two years after the debate ended in the rest of Europe. I think more parties should do as Venstre, and have their own person in the European Parliament, which gives  political parties the chance to have an active EU policy, not just on paper.</p>
<p>Talking about the EP, the Parliament want to continue the discussion about <a href="http://www.europarl.europa.eu/news/public/story_page/039-38391-338-12-49-906-20080929STO38338-2008-03-12-2008/default_en.htm">the legal statues of weblogs</a>, a controversial discussion initiated by Estonian MEP Marianne Mikko, who is also <a href="http://www.europarl.europa.eu/news/public/story_page/039-38391-338-12-49-906-20080929STO38338-2008-03-12-2008/default_en.htm">blogging</a>. Jon Worth wrote about it <a href="http://www.jonworth.eu/if-you-are-nice-to-me-i-might-be-nice-to-you/">here</a>.</p>

<title><![CDATA[Atishoo! British banks all fall down]]></title>

<p>It seemed simple enough last week. Congress just had to pass the $700 billion bail-out package and the world could breathe a sigh of relief. The financial sector could take stock of the situation and start the process of getting back on track.</p>
<p>That scenario might hold good for the United States but as soon as Congress passed the bill and President Bush signed it, financial meltdown upped sticks, crossed the Atlantic and spread throughout Europe.</p>
<p>A financial summit involving Britain, France, Germany and Italy apparently accomplished nothing because first thing Monday morning Europe's banking sector came under intense pressure and it continued today.</p>
<p>On the London Stock Exchange, billions of pounds were wiped off the value of banks as shares saw a second day of falling values.</p>
<p>Royal Bank of Scotland fell 39 percent; HBOS fell by 13 percent while its rescue partner Lloyds TSB fell 21 percent; and Barclays, which did very nicely out of the Lehman Brothers collapse, fell by 15 percent.</p>
<p>These falls came as the banks told the government they support its plans to take substantial shareholdings in return for an injection of billions of pounds.</p>
<p>Barclays was keen to point out that it has not requested any capital from the government.</p>
<p>It is hoped that the cash injection would be in the form of preference shares and it is possible the government would hand over some cash now as well as making funds available if banks needed money several months down the line.</p>
<p>So it would appear that the long-held policy of Old Labour of nationalizing the banks, never introduced because of the chaos it would have caused, has now come to fruition precisely because of financial chaos.</p>
<p>The British governments rescue package will be announced tomorrow morning before the markets open and the Chancellor of the Exchequer will make a further statement to the House of Commons later in the day.</p>
<p>In Iceland, where the financial sector has gone into free-fall, the government was forced to step in and nationalize the country's second largest bank, Landsbanki, and gave the largest bank, Kaupthing, a 500 million euro ($678 million) loan. Last week, the government nationalized the third largest bank, Glitnir.</p>
<p>Russia has also agreed to negotiate a 4 billion euro ($5.4 billion) loan to help Iceland stave off national bankruptcy.</p>
<p>The European Central Bank pumped in 37 billion euros ($50 billion) into the inter-bank money markets. It said the banks had sought twice that amount.</p>
<p>The U.S. Federal Reserve said it would buy up short-term commercial paper or company debt in an effort to kick-start credit flows and ease a squeeze in bank lending, a move described as "necessary to prevent substantial disruptions to the financial markets and the economy."</p>
<p>But all these moves far from dispelling gloom have simply added to it. The <a href="http://online.wsj.com/article/SB122337732542911119.html?mod=article-outset-box" target="_blank">Dow Jones </a>index fell 508 points. The FTSE-100 index in London managed a modest rise of 16 points, the stock market in Paris also managed a small gain. Elsewhere <a href="http://afp.google.com/article/ALeqM5hTLa1Z1wPciATBpp1DK0_3pDfxxw" target="_blank">in Europe </a>the markets in Germany, Switzerland, the Netherlands and Brussels fell slightly.</p>
<p>According to <em><a href="http://www.telegraph.co.uk/finance/financetopics/financialcrisis/3153999/George-Bush-to-summon-leaders-to-emergency-finance-summit.html" target="_blank">The Daily Telegraph</a></em>, it is now expected that President Bush will call Europe's leaders to a summit to discuss the economic crisis, a move welcomed by Britain and France. The idea for such a summit was proposed by French President Nicolas Sarkozy. The meeting is expected to be held in Washington D.C.</p>
<p>In Luxembourg, the EU finance ministers agreed to guarantee private savings up to 50,000 euros ($68,000) but it is below the protection offered by many EU countries.</p>
<p>The failure by EU countries to take a unified approach is unnerving investors and prompting savers to shift billions in savings across borders.</p>
<p>And Spain took another unilateral approach by setting up a 38.5 billion euro ($52.4 billion) fund to help its financial sector.</p>
<p>The EU's failure to agree a seamless response to the banking crisis has brought criticism from Taro Aso, Japan's Prime Minister.</p>
<p>He said: "European leaders have met but it didn't go well and European financial markets have fluctuated rapidly and substantially, so I am worried about the impact on Japan."</p>

<title><![CDATA[Det behövs politiska motsättningar]]></title>

I måndags möttes jag av en glad Siyamak Sajadian på kommunhuset i Sundbyberg. De EU-positiva inom Miljöpartiet hade vunnit omröstningen och nu var det enligt Sajadian bara Vänsterpartiet kvar.</p>
<p>Men i Vänsterpartiet är linjen glasklar. Vi tycker på sikt att det är bäst att lämna EU, men vi verkar inom unionen så länge den finns för att kunna bedriva så bra EU-kritik som möjligt. Och <a href="http://www.vguengl.org/" target="_blank">Eva Britt Svenssons och Jens Holms </a>arbete i EU-parlamentet är beviset för det.</p>
<p>Men det politiska etablissemanget och högerpressen vägrar att acceptera olikhet i politiken.</p>
<p>Detsamma gäller den ekonomiska politiken och budgetdebatten. Nina Björk skriver i en helt lysande <a href="http://www.dn.se/DNet/jsp/polopoly.jsp?a=836826" target="_blank">krönika i DN</a>:</p>
<p><em>"Jag ser det nu när vänsterpartiet inte vill tumma på sin ekonomiska politik för att få platser i en eventuell framtida socialdemokratisk regering. Då kritiserar en ledare i DN (13/9) partiet för att hålla fast vid sina åsikter till priset av att man missar politiskt inflytande. Vänstern borde inse det som alla andra partier redan insett: "budgetregler, självständig riksbank, bankakut och ett åtstramat utgiftsprogram plus skattesänkningar" var det som räddade Sverige ur 1990-talets kriser.</em></p>
<p><em>Men om vänsterpartiet också börjar anse detta, om vänsterpartiet står för samma ekonomiska politik som socialdemokraterna - varför ska de då sitta i regeringen? Om politiskt inflytande kräver att vänsterpartister blir socialdemokrater, varför ska då vänsterpartiet över huvud taget existera?"</em></p>
<p>Även bloggaren <a href="http://raketen.blogspot.com/2008/10/vem-har-nytta-av-en-vnster-som-inte.html" target="_blank">Röda raketer </a>påpekar behovet av tydlighet och alternativ i politiken.</p>
<p><em>"Mona Sahlins och miljöpartiets attacker mot vänstern syftar till att förmå vänsterpartiet att sluta vara vänster. Sådana attacker måste vänstern stå emot och bemöta. Det finns i dagsläget ingen anledning till eftergifter från vänstern. Allra minst i en tid då verkligheten hunnit i fatt nyliberalerna."</em></p>
<p>Det är ju dessutom så att det inom politiken inte handlar om att bli lite allmänt omtyckt av väldigt många. Det gäller istället att få så många som möjligt att tycka att just den politik ditt parti företräder är den allra bästa. I dagens Sverige tycker ungefär 45% av befolkningen att Socialdemokraterna är det bästa partiet att leda landet. Hur många som tycker att deras syn på EU är bra eller inte har ingen betydelse. Hur många som tycker att partiet är oförargligt och snällt spelar inte heller någon roll.</p>
<p>Vänsterpartiet får inte gå i samma fälla som Kristdemokraterna har gått i och endast eftersträva att bli så "trovärdiga" som möjligt. Man måste också representera en politisk ståndpunkt.</p>
<p>Annars undrar jag om det inte är som Nina Björk skriver:</p>
<p>"Är det inte bättre att ha ett enda stort socialliberalt parti som är supertrovärdigt och som kan attrahera kanske 95 procent av väljarna?"</p>

<title><![CDATA[ Questions the Government faces over banking guarantees]]></title>

<p>The Government is facing increased pressure to follow its European    counterparts in pledging 100 per cent protection for UK savers.</p>
<p><!--proximic_content_off--> <!--proximic_content_on--><b>What has the German government pledged? </b></p>
<p>Chancellor Angela Merkel vowed that the federal government would guarantee all    private savings accounts in German banks. Finance minister Peer Steinbrueck    said that from today German citizens need not worry about "a single euro of    their deposits" during the global financial crisis.</p>
<p><b>Is Germany the only country to offer such a promise? </b></p>
<p>No. Last week Ireland said all money held in savings accounts at six    institutions - Allied Irish Banks, Bank of Ireland, Anglo-Irish Bank, Irish    Life and Permanent, Irish Nationwide Building Society and the Educational    Building Society - will be guaranteed in their entirety.</p>
<p>Greece has likewise guaranteed its depositors' savings.</p>
<p><b>What is the situation in the UK? </b></p>
<p>In the UK, savings of £50,000 are covered under the Financial Services    Compensation Scheme (FSCS). The limit relates to deposits with an    organisation, regardless of how many accounts the customer holds. The limit    had, until recently, been set at £35,000 but as a result of the current    crisis, ministers agreed to up the ceiling.</p>
<p><b>Can UK citizens benefit from the announcements in other countries? </b></p>
<p>Yes. Three Irish banks - Allied Irish Bank, Anglo Irish Bank and Bank of    Ireland - have branches in the UK. These will be covered by the Irish    Government's guarantee and British citizens can open accounts with relative    ease at branches in the UK. In addition, the Post Office's savings products    are run by Bank of Ireland, giving customers 100% protection.</p>
<p>There is also nothing stopping UK customers opening up an account with a bank    branch in Ireland. Although it may be harder, as many will want you to    appear in person to open the account.</p>
<p><b>How have British banks responded? Aren't they at a disadvantage? </b></p>
<p>On Wednesday the British Bankers' Association (BBA) challenged the Irish    government, claiming that the guarantee was anti-competitive, especially for    banks in Northern Ireland. It fears that UK savers will move their money to    Irish banks in a bid to benefit from the guarantee offered.</p>
<p><b>But don't some institutions in the UK already offer 100 per cent    protection? </b></p>
<p>Yes. When Northern Rock collapsed, the UK Government made an exception to end    the run on the bank, ensuring that all of the Rock's savers will have    deposits covered in their entirety.</p>
<p>National Savings &#38; Investment, which is backed by the Treasury, also offers    complete protection on people saving through its products.</p>
<p>And Bradford &#38; Bingley savings are safe while part of the collapsed bank goes    through the process of being transferred to Santander, owners of Abbey.</p>
<p>So, if ministers pledged complete protection for Northern Rock and Bradford &#38;    Bingley, what's to say they won't do the same if another bank fails?</p>
<p>Nothing. The whole question in many experts' view is purely theoretical. It    would, it is argued, be almost inconceivable for the Government to let    savers lose their money as a result of a bank failing.</p>
<p>Unlike more risky investments, people are not given explicit warnings that    they could lose their savings - the whole stability of the banking system    depends on the belief that money is safe in the bank.</p>
<p>If people started to lose money, it would lead to instability on a grand scale    and a return to a run on the banks as panicked savers attempt to move cash    out.</p>
<p><b>So why don't the Government just follow the German and Irish lead and    guarantee all savings? </b></p>
<p>Because it shifts liability from the banks to the taxpayers. And we are    talking about a lot of money. Estimates suggest it would mean a risk running    into the trillions of pounds - that is £1,000,000,000,000s. This would place    a huge burden on public finances.</p>
<p>And it could be the "thin end of the wedge", some fear. Bank's business    customers may be next in asking for their money to be covered.</p>
<p>An 100 per cent guarantee could also impact on the Government's ability to    raise funds which in turn could hit public spending. The theory has it that    with a promise to protect all savings, people would be less willing to buy    into secure state-backed bonds.</p>
<p>The main attraction of Government "gilt-edged" bonds is that they are seen as    one of the safest places you can put money.</p>
<p>If bank saving accounts are covered by a Government guarantee this will no    longer be the case. As such they would be deemed to be less attractive,    especially as they currently offer a return which is less than that of a top    savings account.</p>

<p>Public spending curbs and rules against state subsidies will be thrown – temporarily – out of the window to rescue European banks from the abyss of the global financial crisis, EU leaders agreed at the weekend. Leaders of the four largest European Union economies – Britain, France, Germany and Italy – came up with no EU-wide magic formula, or rescue package, to defend the buckling European financial system.</p>
<p><!--proximic_content_off--> <!--proximic_content_on-->They did agree, however, that national governments should be at liberty to take drastic action to shore up their own financial institutions, busting EU limits on national budgets and flouting European rules against public subsidies if necessary. Meeting in Paris, the Big Four insisted that national governments must "consult" their European partners before taking action which could harm rival banks in other countries. This was a rebuke to Ireland's decision last week to guarantee all bank savings for two years but also, implicitly, a recognition that other nations may have to take similar action.</p>
<p>But they accepted that the rules of the Stability and Growth Pact – the eurozone rules requiring that national budget deficits should be progressively reduced to zero – should be relaxed. This was a silver lining in the crisis for the French government. Even before the financial meltdown, Paris had been struggling to meet its commitment to balance its budget by 2012.</p>
<p>EU laws forbidding state subsidies to private companies would also be "applied in a flexible manner" (ie suspended), the summit decided. At France's insistence it was agreed that there should be "punishments", not golden parachutes, for the bosses of financial institutions which needed state bailouts.</p>
<p>The Big Four also called for urgent action to change EU accounting rules which are accused of deepening the crisis by encouraging stock-market speculation against banks.</p>
<p>The decision by the Big Four was portrayed by French officials as a significant lurch away from the free-market doctrine which has dominated EU economic policy for the past two decades.</p>
<p>French officials nevertheless claimed the summit as a victory for the can-do and interventionist instincts of the French President, Nicolas Sarkozy. The four leaders signed a declaration backing his plan for an emergency global economic summit next month to "rebuild the world's financial system". Previously, international reaction to this idea had been lukewarm at best.</p>
<p>The mini-summit also agreed a plan by Mr Brown to create a €12bn (£9.3bn) – and potentially €24bn – EU fund to aid small businesses.</p>

<content:encoded><![CDATA[<p>Mda.... am asteptat ceva vreme sa inceapa facultatea si acum parca imi pare nitel rau asa. Adca sincer a inceput cam nasol asa din prima zi.</p>
<p>Noi, studenti silitori ce suntem ne-am dus toti, ne-am dus in numar extraordinar de mare la primele ore, sa ne vada si pe noi profesorii :D. Dar cand colo surpriza... ciu ciu profesori ca nu au venit la seminar. Buuuun a venit si a doua zi, cursuri, profesori noi, curiozitate mare. Orele incep la 8 dar totusi aceiasi studenti silitori in numar si mai mare se duc la facultate. Dar cand colo.. teapa iar. Iar ne-am dus degeaba la facultate ca profesorul de la primul curs nu a venit. Auzi si tu... cum sa mai aiba pretentia sa ne ducem noi la ore dar ei nici macar nu se obosesc sa isi mste curu pana la facultate... macar sa ne zica "bai prostilor, nu mai veniti ca nu are rost.... nici eu nu vin"</p>
<p>Aiurea.. si eu care eram asa entuzismata de facultate si de noul an... m-am dezamagit total acum si nu mai am nici un chef... bine ca macar am si eu o libera :P</p>
<p>An greu.. proiecte chestii trestii, examene si mai grele cu profesori plictisitori. Practica la sfarsit de an vreo luna asa, ca asa e frumos. Distractie anu asta nu gluma... Dar macar am intrat si noi mai pe specializare si e ma interesant ceea ce facem si imi place mai mult si nu mai face balarii si tot felul de tampenii care plictisesc si nici nu prea folosesc...</p>
<p>Dar om trai si om vedea ce va fi si ce nu va fi...</p>
<p>Un an bun celor care mai sunt la facultate... la liceu sau la gradinita sau ce alte scoli mai urmeaza :P</p>

<title><![CDATA[How is life in the financial province?]]></title>

<content:encoded><![CDATA[<p><a href="http://irzikevicius.wordpress.com/files/2008/05/arrow-down.png"><img class="size-full wp-image-442 alignleft" title="arrow-down" src="http://irzikevicius.wordpress.com/files/2008/05/arrow-down.png" alt="" width="154" height="154" /></a>How does it feel to live in the financial province?  One could ask a Lithuanian, Latvian or Estonian.  It depends when you live here.  So far so good, the financial experts agree.  There is not much we can do, Lithuanian financial system almost fully belongs to the Scandinavian banks.  Hence we just have to watch and wait.  We are told, the Scandinavian banks are amongst the most stable and prudent in the world, they are doing well!</p>
<p>The Bank of Lithuania announced that if required it could extend some 1 billion litas (EUR 289 mln) in loans to domestic commercial banks without breaching the norms of litas coverage with foreign currency and gold reserves.</p>
<p>The central bank governor Reinoldijus Sarkinas toled this Tuesday that "Our banks do not need those loans today, that is for sure. There were 3.4 billion litas on banks' accounts in the morning, they perform all operations".</p>
<p>He added that Lithuania's commercial banks had some 40 billion litas in deposits and the aggregate loan portfolio of some 70 billion litas.</p>
<p>Sarkinas would favour the European Union (EU) decision to raise the amount of insurable deposit.</p>
<p>"We would support the proposal of the European Commission - to boost the amount of insurable deposit to 100,000 euros. I think we could agree to that," he said.</p>
<p>In line with Lithuania's legislation, a deposit amount of up to 3,000 euros is compensated 100 percent and the amount of up to 22,000 euros - by 90 percent in the event of bankruptcy of a credit institution. Thus the maximum insurance amount is 20,100 euros.</p>
<p>However, there are few things on the horizon.  As the BNS announced Lithuanians have become increasingly worried about the country's economic prospects in the past year, a public opinion poll has shown.</p>
<p>The BNS writes that the people continue to see rising prices, the brain drain and the use of Lithuanians as cheap labor by foreign countries as the main disadvantages of the EU membership, according to the poll conducted by Vilmorus for the European Commission's Representation in Lithuania.</p>
<p>The percentage of respondents expecting Lithuania's economic situation to improve fell to 35 percent from 40 percent a year ago and the percentage of those anticipating a further decline in unemployment was down to 39 percent from 51 percent.</p>
<p>On the other hand Lithuania's Finance Minister Rimantas Sadzius expects the national economy to get on the upswing in 2011-2012.</p>
<p>"That slowdown, whether it goes reverse in 2011-2012, it only depends on us. On business in the first place," Sadzius said at the meeting with industrialists in Vilnius on Tuesday.</p>
<p>Businessmen should face up to credits getting more expensive during at least several years, he added.</p>
<p>Sadzius said, "Economic development is slowing down, we all have problems. We should also include two more things into our expenditure estimates, i.e. growing prices of energy and labour".</p>
<p>Although the situation was complicated, the government should decide later this week on the application of profit tax break for companies upgrading their technologies, he added.</p>
<p>However, recently one of the Lithuanian central bank analysts said to one of the reporters, most likely off the record, that only a panic could trigger the collapse of the Lithuanian banks.  Having in mind that this Sunday Lithuanian is going to have Parliament elections such happening could have not only precocious to the banking system but also would certainly affect the composition of future Parliament.</p>
<p>Some since of this possible panic are apparent.  The Lithuanian central bank governor acknowledged on Tuesday that panic-spreading rumours and SMS messages had scared some people into withdrawing part of their deposits from banks.</p>
<p>"A part of deposits have been cancelled. I think that it will be those people who panicked and lost interest [on their deposits] who will suffer from this, "the chairman of the Bank of Lithuania's board, said during a meeting of the Industrialists' Confederation and the BNS reported.</p>
<p>Sarkinas said that special services were searching for the authors of the panic-spreading messages. "Our services are working to find the sources of these messages. I think it is just a matter of time," he said.</p>
<p>Despite the withdrawal of deposits by some people, the latest data from the central bank show that on Oct. 1 through 3, the total amount of private individuals' deposits at the country's banks increased by 57 million litas (EUR 16.5 mln) and business customers' deposits rose by 15 million litas.</p>
<p>Sarkinas noted that the banking system's capital adequacy was 12 percent in early September, compared with the required 8 percent.</p>
<p>Lets hope that the 2002 Presidential election will not repeat itself.  And we all hope that our mother banks in Scandinavia are going to do well.  At least until elections!</p>

I've had similar conversations with Daily Mail reader types - the sort of people who claim things along the lines of "political correctness has run amok, the country's going down the drain, immigrant paedophile junkies are roaming our streets etc" - and in these cases, I smile politely and try to make a hasty retreat. This eurosceptic, on the other hand, was bright, open-minded and well-read, so surely ripe for conversion?!</p>
<p>To cut a very long story short, the notions of pooled sovereignty, interdependence as a means to maintain peace etc had absolutely no effect on him. And when I ummed and aahed when he asked me whether it was really true that France was holding the EU hostage over agricultural policy, I thought he really was a lost cause. However, I eventually came up with two last-gasp arguments which he lapped up and which I'd advise all europhiles to use on British eurosceptics.<!--more--></p>
<p>First was my mention of the <a href="http://ec.europa.eu/unitedkingdom/press/euromyths/index_en.htm" target="_blank">euromyths</a> section on the website of the European Commission Representation in the UK, which contains scores of untruths reported by the British media, demonstrating the tactics used by pretty much all national papers apart from the Guardian in their reporting. These tactics range from outright lying, to taking a regulation and finding the most preposterous application of it (even though the regulation is NOT intended for that purpose AT ALL), to passing off something done by another European body/European country/international organisation, then misrepresenting it AND saying the EU is responsible, even if it has absolutely no affiliation to the other body in question. My eurosceptic friend was understandably astonished and appalled, and promised that he'd read up on euromyths and take reports on supposedly scandalous activities of the EU with a pinch of salt in future.</p>
<p>Second, was my assertion that the UK is actually very well represented in Brussels, which came as a great surprise to my eurosceptic friend, as Brits are obviously so focused on the misplaced notion that the EU is all about giving away power to faceless foreign bureaucrats. When told that, in actual fact, plenty of Brits occupy major posts in important Directorates-General at the European Commission; that many British MEPs are very active and head important committees; and most of all, that the lobbying industry, from consultancies, to in-house, to NGOs and trade associations, have an utterly disproportionate number of Brits at the helm, he seemed headed for conversion.</p>
<p>I have not spoken to my eurosceptic friend since that night, and he may very well in retrospect have thought I was speaking absolute cobblers. Nonetheless, I'll be trying out these arguments again.</p>

Ao atravessar a rua, quase chegando ao outro lado, você não hesitou em interromper minha ligação e, com olhar triste, não pediu, mas implorou "Por favor, atrevesse a rua comigo?" Estranhei você ter esperado eu chegar, pois umas 10 pessoas passaram por você antes de mim, mas também não hesitei e disse para o celular "Querida, só um minuto, já falamos". Coloquei o aparelho no bolso, ainda ligado [faço ligações gratuitas para ela] e dei o braço a você. Comecei a andar rápido, no meu pique de atravessar uma rua. Dois passos depois, percebi que estava te puxando e pensei "Mané. Você está com uma senhora no braço. Pode levar o tempo necessário para atravessar, o tempo que ela precisar".</p>

- Que isso, precisa agradecer não.... qual o nome da senhora?<br />

Eu dei um sorriso, como quem entende o que está acontecendo e ela virou para a amiga “É que ele estava olhando para mim assim, tão fixamente, que eu tive que dar um incentivo, para ele comentar sobre o meu novo cabelo”. Hein? Ela trocou de cabelo? “Ai amiga, realmente... esse novo corte ficou lindo”. Ah... novo corte. Mas, hein? O cabelo dela já não era curto assim? “Mas foi difícil tomar coragem e cortar aquilo tudo. Estava no meio das costas já!”</p>
<p>E eu só queria tomar o meu café em paz, olhando para o horizonte... inexistente.</p>

<p>Ainda bem que durmo de olhos fechados e, nos meus sonhos, eu enxergo bem. Mas desde ontem estava angustiado por tê-los perdido. E utilizo o plural não apenas para escrever de fomar correta. Ontem acabei colocando o que uso e o reserva juntos, na mesma caixinha. [<em>Sem xingar, por favor.</em>]</p>
<p>Hoje vim para o trabalho já ligando para meu irmão e pedindo o telefone da nossa oftalmologista de <a href="http://pt.wikipedia.org/wiki/Escola_de_Magia_e_Feiti%C3%A7aria_de_Hogwarts" target="_blank">Hogwarts</a>. Sério, a mulher é mágica. Ela sentada na cadeira dela, atrás da mesa e você em seu lugar, a um metro e pouco de distância, ela olha fundo nos seus olhos e diz "Você é O+, né? Coma menos pães, massas, batata... evite leite e pode comer carne vermelha. Agora vamos ver esse olho". Nessa hora ela é tradicional e te coloca naquela cadeira com aquele troço enorme, cheio de lentes. "Como fica melhor? Assim... ou assim?" Assim, doutora... e ela sabe exatamente de qual estou falando. Depois, volta o esquema cadeira-mesa-cadeira e ela pergunta como você está emocionalmente, fala sobre seus pais, você chora e sai de lá com uma receita de óculos e mais leve.<br />

<p>Cheguei no escritório e liguei no <a href="http://www.releituras.com/guimarosa_famigerado.asp" target="_blank">famigerado</a> [adoro essa palavra] 156, da Prefeitura. Como era cedo [pouco mais de 9h], não demoraram para atender. Expliquei meu problema, a Sheila pediu para eu aguardar um instante e quando retornou, me passou o 0800 da SPTrans. Agradeci, liguei para o número e após contar meu problema, a Gabriela me passou o 0800 do consórcio na qual a empresa da linha do ônibus que peguei fazia parte. Liguei no consórcio, expliquei meu problema e a Cristina me passou o número da companhia da linha, pois cada empresa possui seu próprio 'Achados e Perdidos'.</p>

<p>En el país vecino del norte, las acciones de varias de las firmas más emblemáticas del sector como Google, Yahoo!, Apple, Intel, Microsoft, Cisco y Hewlett-Packard cerraron a la baja, cayendo entre 9% y el 18%.</p>
<p>Sin embargo, Ernesto Piedras, director de la consultora The Competitive Intelligence Unit, dijo que el sector de las telecomunicaciones es líder en la economía nacional y juega un papel vital para su desempeño.</p>
<p>“Año tras año, las telecomunicaciones han mostrado la capacidad para crecer entre dos y seis veces más de lo que lo hace la economía en su conjunto”, aseguró Piedras. El directivo agregó que “mi preocupación es que impacte al empleo, en las empresas existe un profunda preocupación, pero hasta ahora nadie ha reportado desempleos”.</p>
<p>Por su parte, Steve Ballmer, CEO de Microsoft, declaró hace algunos días que la crisis financiera afectará los gastos de los consumidores y de las compañías, en especial a la industria bancaria, que es uno de los principales clientes de las firmas de tecnología.</p>
<p>Algunos optimistas</p>
<p>Ante esta situación, Sony Ericsson, fabricante de teléfonos móviles, mantendrá 27.2% de participación que actualmente posee en el país. “Estamos preocupados como todo mundo de la crisis, pero al mismo tiempo nos sentimos tranquilos de que estamos bien posicionados en el mercado”, dijo Andrés Giesemann, director de la firma.</p>

<content:encoded><![CDATA[<p>shoot em foreigners so here's the upside of the european union: you can look for work everywhere. and potentially you can work everywhere, if that is, you can find a job. before the european union things were very different. you could look for work everywhere and work everywhere, if that is, you could find a job. hm. i see.<br />
prior to the european union, you couldn't get benefits while looking for a job; you can't now either. and you couldn't look forever of course, which - you guessed it - you can't now either.  the official deadline is 3 months, extendable to a maximum of six. oh and you needed a work visa in non-union times, which, let me see,  you need now as well. so, i am nagged by a troubling question, where exactly is the difference? what's the upside of the union apart from not having to wave your passport at airport immigration?<br />
one improvement is that work visas are a formality for eu citizens, in theory at least, whereas americans and other non-eu nationals have to prove that no one else can do the job. but that's about how far the advantage of having an eu passport goes: if you chose to remain in the country beyond 3 or 6 months, you have to provide proof of financial means, much like a mexican coming here, and you forfeit any right to any benefits - no social security, no unemployment, no nothing. and that's not all. claiming unemployment money across eu countries is a kafkaesque enterprise and entirely futile. forget the E 301, 303 and all other forms - once you've waded through the legalese you'll find that the upshot is no money for you pal or in the very very best case, for about 3 months at most.  personally, i've not yet heard of someone managing even that.<br />
some countries of this union still harbour worrisome exclusivity delusions: spain and denmark for instance do not allow double nationality, because, i don't know, having attachments to another country contaminates the purity of nationalist xenophobia? we're still living in the middle ages? we're a union of separatists? we're globalizing but not polluting our blood lines? esperanto? anybody? this not allowed to have two passports issue wouldn't be so dreary if having one passport or another didn't make a difference, but as we've seen it does. it does.<br />
and to clarify another matter once and for all, relating to whether the USA allows double nationality: it's not encouraged, but it is allowed.  also of note: anyone studying in the USA and obtaining a degree there is automatically granted a one year work permit (this may have changed post 9/11).  no such thing is granted in europe. not even to eu citizens studying in another eu country than their own. hm.....</p>

<p class="MsoNormal">De avond voor vertrek was het nog heel even spannend. Ik kwam er ietwat plotseling en veel te laat achter dat Hongarije nog helemaal niet in het lijstje landen achterop mijn identiteitskaart vermeld stond. Dat werd – na twee voorzitterschappen op de PMA – naarstig zoeken naar mijn paspoort. Enkele uren daarvoor had ik toevallig nog mijn neus in het laatje gestopt waar mijn paspoort zich ook zou moeten ophouden, maar het rode ding was me niet opgevallen. Gelukkig bleek ie er ’s avonds toch gewoon te liggen. Ik kon met een gerust hart gaan slapen.</p>

<p class="MsoNormal">De reis zelf was lang en slopend. 1350 km, 17 uur en een houten kont verder ploften we neer in het kleine pensionnetje dat vrienden van ons geregeld hadden. Dit kleine onderkomen liet niks merken van Hongaarse invloeden; met zijn wannabe mediterrane restaurantje, hyper moderne (IKEA) ingerichte slaapkamers en geweldige terrastuin, had het net zo goed in Italië, Kroatië of ander zonnig Zuid-Europees land kunnen liggen. Het enige authentieke aan het hotel was het personeel; de VUT-tende hoteleigenaar met vrouw en de geestelijk beperkte kok, die overigens voortreffelijk kon koken.</p>

<p class="MsoNormal">Iedere avond kwamen we laat in het pension aan, lieten ons culinair verwennen, dronken een Hongaars biertje en vielen daarna rap in slaap. Om vier uur ging steevast de wekker en<span> </span>moesten we ons met verzamelde krachten uit bed hijsen om de honden te verzorgen. Dan moet u weten, een ochtendmens ben ik niet. Afijn, hup de auto in en achteraan aansluiten maar. De Europese hondenshow droeg – met zijn 15.000 inschrijvingen – zeker niet bij aan het verkorten van de file, integendeel. Daar komt nog bij dat de Hongaren van goede wegen en verkeersafwikkeling nog geen kaas gegeten hebben. Parijs is er niks bij, kan ik u verzekeren.</p>
<p class="MsoNormal">
<p class="MsoNormal">Ook aan de organisatie van de hondenshow was te merken dat Hongarije wel wil, maar eigenlijk nog niet kan. Bij de EU horen, bedoel ik dan. Het vooroorlogse bureaucratische gehalte, geen mens dat Engels sprak en zeker geen kaas gegeten had van de regels van het FCI (Federation Cynologique Internationale). <span> </span>Dat bleek maar weer toen onze Wetterhoun e twee punten benodigde punten voor het Hongaars Kampioenschap behaald had en wij trots en tevreden de titel aan gingen vragen. Veel geld lichter en nog meer tijd later vertelden ze ons dat ze toch echt een veldwerktest hadden moeten doen. Maar dat stond natuurlijk niet op de inschrijfformulieren aangegeven. Later bedacht ik me, misschien houden Hongaren helemaal niet van kaas.</p>

<p class="MsoNormal">Toch was het een zeer geslaagd weekend. Al onze honden deden het erg goed op show; we kwamen met twee beste puppen, een Europees jeugdkampioen en twee Europees kampioenen thuis. We hebben nieuwe internationale contacten opgedaan, veel geleerd van Italianen die ook Lagotti hadden en bovenal een hele gezellige tijd gehad met bekende Nederlandse en internationale collega-fokkers. Nu drie dagen het gewone leven. Aanstaande vrijdag vertrekken we voor drie dagen naar Italië, dan bezoeken wij de clubshow van de Italiaanse Lagotto Club, de zogeheten Raduno. Natuurlijk heb ik foto’s gemaakt (zo’n slordige 550). Als die eenmaal uitgezocht zijn, zullen er hier nog wel een aantal verschijnen. <span> </span></p>
